Will is a senior research scientist at TTI and is based in Dallas. Will has 46 years of research, consulting, operations management, technology, and business development experience in the public transportation industry. He is a nationally recognized expert in all forms of demand-responsive transportation. His experience has included planning, designing, evaluating ADA paratransit and coordinated paratransit services; on-demand microtransit and alternative services; the use of TNCs, adaptive TNCs and taxis to supplement paratransit services; Medicaid non-emergency medical transportation; other human service transportation (including the transportation of individuals with intellectual and developmental disabilities); mobility management programs; and volunteer driver programs. His expertise also includes coordination strategies for public and human service agency transportation in urban and rural counties/regions counties and on a statewide scale.
Over the years, he has directing hundreds of studies for some of the largest paratransit systems in the US as well as many small and midsize systems across the country. Will has helped several transit agencies procure paratransit and microtransit operations contractors, call and control center management firms, and paratransit and microtransit technologies. He has also served an ADA paratransit subject matter expert for FTA compliance reviews and authored several groundbreaking TCRP and NCHRP reports pertinent to both demand-responsive service and rural transit. Will also prepared municipal regulations for taxis, livery services, and other private-for-hire services for several large metropolitan areas throughout the US.
For TRB, Will served as the Committee Research Coordinator (CRC) for TRB’s AP055, the Standing Committee on Rural Transit, Intercity Bus and Specialized Transportation for roughly 10 years, and recently was appointed CRC for AP000, TRB’s Passenger Transportation Group of Committees. He is a frequent speaker, workshop facilitator, and webinar leader/panelist for TRB and for national, regional, and statewide transit associations. In addition, Will has delivered an Access and Mobility seminar for a graduate level course on Transportation Policy for Northeastern University in Boston. He was also appointed to the Massachusetts Paratransit Commission by Governor Patrick, for which he authored many of the commission’s recommendations that have since been implemented.
Will led successful paratransit and community transportation practices at Multisystems (1978-2000) and Nelson\Nygaard (2004-2017), where he also founded and headed its Boston office, with a 4-year stint in between heading business development for National Express’ US Transit Management Division. After fulfilling a two-year contract heading business development for a national paratransit technology vendor, Will joined TTI in February 2020 as the lead researcher and practitioner for demand-responsive transportation and rural/community transit.
