Will joined TTI in February 2020 as a research scientist in TTI’s Transit Mobility Program and is based in TTI’s Dallas office. Will has 42 years of consulting, operations management, software and business development experience in the public transportation industry. He is nationally recognized as an expert in planning, designing, evaluating and improving ADA, human service, coordinated and general public paratransit services; the use of TNCs and taxis for alternative paratransit and microtransit; mobility management and MaaS services; and coordination strategies on a local, regional and statewide scale. In these areas, he has served as the Principal Investigator on several ground-breaking TCRP/NCHRP studies and contributed to several others. Will has also been an FTA ADA paratransit compliance reviewer for several systems, and has prepared regulations for taxis, livery services, and other private-for-hire services for several large metropolitan areas throughout the US.

Will’s operational experience includes founding and serving as director of one of the first regional TMA offices in the US; implementing, managing and providing corporate oversight for several paratransit brokerages; and assisting with implementing several paratransit operations contracts. And in the area of technology, Will has contributed to the design of three different paratransit scheduling software systems, and training and customer support for two of those systems.

Most of Will’s career was spent at Nelson\Nygaard (2004-2017) and at Multisystems (1978-1999). At Nelson\Nygaard, Will co-led the firm’s national practice in Paratransit and Community Transportation, and founded and headed the company’s Boston Office, growing the office to almost 30 employees who collectively provided the full spectrum of consulting and research expertise offered by Nelson\Nygaard. At Cambridge-based Multisystems, Will headed the company’s paratransit practice for many of those years, but also prepared short-range transit service plans and TDPs in rural and small urban areas, TDM studies for major metropolitan areas, and conducted local school bus efficiency studies. While at Multisystems, Will also founded – and provided technical support to — the firm’s operations management subsidiary, and served as the Executive Director of Long Island Rides, one of the first TMAs in the US. He also founded and headed the firms’ brokerage management division.

In between these long-term engagements, Will served as Vice President of Business Development for ATC (2000-2003), a national transit/paratransit operations management company. And in the two years before joining TTI (2018-2019), Will was Vice President of Business Development for Los Angeles-based TSS Paratransit, a developer of paratransit scheduling and dispatching software.
